The study was conducted in the municipality of Cabanglasan, Bukidnon with 25 percent unmet needs for family planning and only 52 percent modern contraceptive prevalence rate and was primarily directed to women of reproductive age and barangay health workers with a goal of improving utilization of modern family planning by assessing the current status of the utilization of family planning, the reasons for its underutilization and the effect of capacity building to its utilization. This research used a mixed quantitative and qualitative method, with purposive sampling to survey all women of reproductive age in the community. Data were analyzed through means and aggregate percentages. Focus group discussions and key informant interviews were utilized among health workers and responses were analyzed through thematic analysis. Barangay health workers where capacitated through a learning activity with a pre and post-test method to gauge their level of knowledge. A tool for individual health education was also adapted to measure the skills of the barangay health workers after the intervention. Results showed that of the 3,287 women of reproductive age in the community, 2,164 of those were using modern family planning with a 49 percent modern contraceptive prevalence rate, and 62 individuals with unmet needs comprising one percent of the women of reproductive age. The teen pregnancy rate was at 10 percent. The top three commodities were oral contraceptive pills, bilateral tubal ligation and intra-uterine device with limiting childbirth as the primary intention for their use. Focus group discussion showed that lack of awareness and knowledge was the main problem with high unmet needs. The pre and post-test during health literacy among barangay health workers showed a predominance of existing knowledge with some net learnings. With the result of the individual health education among women of reproductive age, 91 percent of respondents with unmet needs received modern family planning services. Post study secondary data collection revealed that the modern contraceptive prevalence rate improved to 62.7 percent and unmet needs was at 5 percent. The study showed that there was an improvement in the use of reproductive health services when barangay health workers are capacitated.
